Port Wellness zoning changes approved
Rezonings of properties that have been added to Port Wellness, one of four ports established along Coon Rapids Boulevard in the boulevard framework plan to guide develop and redevelopment, have been approved by the Coon Rapids City Council.
The properties are all on the east side of intersection of Coon Rapids and Round Lake boulevards.
Earlier this month, the council gave preliminary approval to a revised master plan to Port Wellness, which both sides of the boulevard in the area of Mercy Hospital, to include the additional properties on the east side of Round Lake Boulevard.
The Coon Rapids Planning Commission is scheduled to review the final master plan at its November meeting and make a recommendation to the council.
The three ordinances adopted by the council on second reading would:
• Rezone the former Frank’s Nursery property at 3707 Coon Rapids Blvd. from general commercial to port and removed it from the Reisling Park North PUD (planned unit development) designation.
This change, which will bring the property in line with the land use designation of commercial mixed use, would facilitate the possible redevelopment of the site for senior housing.
The city has been approached by Coventry Senior Living to build a senior assisted living facility on the site, according to Planner Scott Harlicker.
• Rezone the McKay’s Collision site (formerly McKay Lincoln Mercury) from general commercial to port and eliminate the PUD designation, which is consistent with the land use designation of commercial mixed use and residential mixed use.
The original ordinance also included the Classic Bowl property, but the bowling alley site was removed over council concerns expressed at first reading about making the business non-conforming.
According to Harlicker, the commission will consider the status of the bowling alley property when it considers the final master plan.
“As of now, the Classic Bowl keeps its general commercial zoning and remains outside Port Wellness and within the Reisling Park North PUD,” Harlicker said.
• The third ordinance affects the office buildings and church at 3700 and 3750 Coon Rapids Blvd., with the zoning change from the zoning from office to port (commercial mixed use).
With the zoning change, the offices become permitted uses and the church a conditional use, the same as under the prior zoning, Harlicker said.
